FaceTime Over 3G on iOS 6 to be Free on AT&T, Only If You Have a Mobile Share Plan

So after all the rumors that AT&T wouldn't offer FaceTime over 3G come iOS 6 have finally been squashed, but is not pretty.
AT&T announced that the feature is going to be free, but only for those with a Mobile Share plan, "as an added feature". Those that do not have this plan, which is not yet available until August 23 I might add, can't use the feature unless it is used over Wi-Fi.
That is unless you jailbreak your device once iOS 6 gets jailbroken and install a tweak like 3G Unrestrictor.
This only means that AT&T will restrict a feature that in the present almost nobody uses it. Furthermore, Verizon will be offering free of charge with the current data plans last I heard.
For what AT&T charges in data plans, do you think is fair that it is free just for some customers?
